Starting in July, all major polluters in the thermal power and paper industries must have permits to emit such information.

" Wang Jian, director of the pollutant discharge permit office of the Ministry of Environmental Protection, pointed out in a recent interview with the media that the reform of the environmental supervision system is more desirable than the formal changes. According to him, environmental management will enter the era of evidence-based supervision after the emission permit system is fully implemented.

According to the implementation plan of pollutant emission control permit system issued by the State Administration (hereinafter referred to as the "scheme"), the thermal power and paper industry should complete the issue of pollutant discharge permits by the end of June this year, involving about 5000 enterprises. Wang key disclosed that as of now, more than 3000 enterprises have already obtained the nationwide unified coding sewage permit. He said that the first batch of emission permits can be basically completed.

Wang Jian said that with the completion of the certification work of thermal power and paper industry, the Ministry of Environmental Protection will start the law enforcement inspection of pollutant discharge permits.

Thermal power paper industry takes the lead in certifying sewage

Why are these two industries the first to issue certificates? "Relatively speaking, these two industries are currently the best environmental management." "Usually the scale of thermal power industry is relatively large, thermal power pollution mainly concentrated in the gas, paper industry pollution mainly in the water, two industries, both large enterprises, but also small enterprises." Wang Jian said that the choice of the two industries to take the lead in issuing certificates is mainly to consider that the two industries have a good foundation for environmental management, the problem of issuing certificates will be relatively less, "choose to start from the easy, so as to accumulate experience for the second half of the 13 key industries pollution permit management work." This is the main consideration, he said.

According to Wang Jian, there are about more than 5000 emission permits for thermal power and paper industry. Up to now, more than 3000 enterprises have completed the issue of pollutant discharge permits, more than 1000 enterprises have applied for pollutant discharge permits have entered the audit process.

Among them, key management enterprises need to apply for pollutant discharge permits, non-key management enterprises only need to apply for simple permits. He further explained that the thermal power industry is large-scale, basically have to apply for pollutant discharge permits, and the paper industry is different, there is a need to focus on management, there are general management. Therefore, there will be enterprises in the paper industry can only apply for a simple discharge permit, such as paper products manufacturers.

According to Wang Jian, there is a clear difference between a pollutant discharge permit and a simple pollutant discharge permit. He said that the pollutant discharge permit includes original and duplicate. Among them, nearly 30 pages of the duplicate of the pollutant discharge permit issued by the key enterprises are "like a book" and only a few pages of the simple pollutant discharge permit issued by the non-key enterprises.

According to the requirements of the Ministry of Environmental Protection, by the end of June this year, thermal power and paper industry to complete the issue of emission permits. Wang Jian disclosed that at present, the issuance of pollutant discharge permits for the two industries has come to an end. Although it is the first time in the country to implement the new system of pollutant discharge permits, the overall progress of the issuance of permits is still acceptable. He said that the two industries will basically be able to issue certificates as scheduled at the end of this month.

Fully open the era of "one certificate" supervision

In fact, since the late 1980s, some 240,000 enterprises and institutions have been licensed to discharge pollutants through pilot projects. Wang Jian believes that it is undeniable that the emission permits issued during that period have achieved initial results. However, in general, the role of pollutant discharge permit system in promoting enterprises and institutions to implement the main responsibility of pollution control has not played a prominent role, environmental protection departments according to the supervision is still not in place.

Compared with the old emission permit, the new emission permit is not only rich in content, more importantly, environmental supervision will enter the era of "one-card" management.

Wang Jian said that the old emission permits are almost several pages of paper, now is different, not only the key enterprise emission permit copy is as thick as a book, but also in the copy of the home page "emission permit copy" under the word two-dimensional code. In Wang Jian's view, the change in form is only one aspect, but more importantly, the change in environmental supervision mode. "After the implementation of the new emission permit system, one enterprise, one certificate, environmental law enforcement officers on-site inspection, to the enterprise, as long as sweeping the copy of the two-dimensional code on it." Wang Jian said that after sweeping the two-dimensional code, the relevant information of the enterprise, including production information, sewage discharge information, thermal power industry smoke implementation of what standards, monitoring requirements, sewage outlet location, discharge direction and other information will be immediately displayed, law enforcement personnel can verify the existence of illegal activities according to the information on the copy.

Wang Jian said that the new permission system makes environmental law enforcement more sophisticated and convenient, and the "one-certificate" management features more prominent.

In Wang Jian's view, the so-called "one-certificate" management is to promote the implementation of the main responsibility of enterprises and institutions for pollution control by means of pollutant discharge permits, standardize and restrict the discharge of air, water and other pollutants by enterprises and institutions, require enterprises to discharge pollutants according to certificates, carry out self-monitoring, establish accounts, periodic reports and letters. Public interest is increased and penalties for unlicensed sewage disposal or illegal sewage disposal are increased. He said that one enterprise, one certificate, comprehensive permit, "one certificate" management is to focus environmental law enforcement inspection on the supervision of pollutant discharge permits.

"The requirements on the emission permit are all legal requirements, the enterprise will know what to do after getting the emission permit; law enforcement officers to the enterprise inspection, look at the emission permit can clearly determine which aspects of the problem may exist." Wang Jian said that every item on the pollutant discharge permit has corresponding penalties, including monitoring, excessive discharge, discharge direction does not meet the requirements, non-standard sewage outlets, enterprises do not monitor, fraud and so on. He said that the license provided a lot of reference materials for law enforcement officers to judge whether the enterprises were law-abiding.

Discharge permit shall be uniformly numbered throughout the country.

According to the plan issued by the State Administration, the management of pollutant discharge permits mainly includes air pollutants, water pollutants, and other pollutants gradually incorporated according to law. At the same time, the full coverage of fixed pollution sources should be achieved step by step according to the industry. According to the plan, it will take the lead in issuing pollutant discharge permits for enterprises in thermal power and paper industries, complete the issuance of pollutant discharge permits for key industries and enterprises in industries with excess capacity in the Plan of Action for the Prevention and Control of Air Pollution and the Plan of Action for the Prevention and Control of Water Pollution in 2017, and basically complete the issuance of pollutant discharge permits nationwide in 2020.

According to this requirement, the Ministry of Environmental Protection has proposed to take the lead in issuing emission permits in thermal power and papermaking industries by the end of June this year. At the same time, the steel and cement industries will be launched in the pilot areas of Beijing, Tianjin and Hebei, and the pilot projects of emission permits in the petrochemical industry will be carried out in Hainan.

In addition to these principles, Wang also introduced some specific details of the discharge permit. He said that pollutant discharge permits are basically issued by the prefectural and municipal environmental protection departments, at the same time, the implementation of a unified national number of pollutant discharge permits. That is to say, no matter which province (prefecture, city), the pollutant discharge license held by enterprises within its jurisdiction is a unified national number.

He said that in the second half of this year, in addition to thermal power and papermaking industries, 13 other industries will also start issuing new emission permits, and strive to complete the issuance of key industries by the end of this year, including oil refining, steel and other key industries.

Large scale inspections of unlicensed sewage disposal will be carried out.

According to the "Plan" of the State Administration, after the first issue of pollutant discharge permits, inspection should be carried out in a timely manner; if violations are recorded, the frequency of inspection should be increased; enterprises in industries with excess capacity seriously polluted should be enforced more frequently and punished more severely to promote de-production work. The time, content, result and penalty decision of the on-site inspection shall be recorded in the management information platform of the pollutant discharge permit.

Wang Jian pointed out that this year is the first year of carrying out the certification sewage. The Ministry of Environmental Protection will initiate law enforcement inspections on the issuance of pollutant discharge permits for thermal power and paper industries and on the issue of licensed pollutants. Wang Jian said that it is mainly to see whether the two industries have issued new emission permits in accordance with the requirements of the State Council and whether there is a problem of unlicensed emission.

He disclosed that in view of this law enforcement inspection, the Ministry of Environmental Protection will recently issue a law enforcement inspection program for pollutant discharge permits of thermal power and paper industry, and carry out special law enforcement inspection for unlicensed pollutant discharge violations.

Wang Jian pointed out that through the inspection, the ultimate enterprise and institution pollutant discharge behavior supervision and law enforcement gradually unified to the implementation of pollutant discharge permits.
