During the 13th Five-Year Plan period, the market space of environmental protection industry will reach 17 trillion yuan, and a series of policies on environmental protection are being formulated. This is the message from the 2016 China Environmental Industry Summit Forum held by the Environmental Chamber of Commerce of the All-China Federation of Industry and Commerce last weekend.

At the forum, officials from the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Environmental Protection revealed the focus of the development of the environmental protection industry in the next five years and the policies currently being formulated by the ministries and commissions.

He Binghua, Director of the Environment and Capital Department of the National Development and Reform Commission (NDRC), said that the NDRC was taking the lead in three action plans, namely, the National Energy Saving Action Plan, the National Water Saving Action Plan and the Circular Development Leading Action.

He pointed out that the implementation of "10 atmospheric", "10 water", "10 soil" and other major projects to promote the growth of environmental protection investment, "not to say how much specific investment in environmental protection, but compared to the"12th Five-Year Plan"has greatly improved.

Gao Yunhu, Director-General of the Department of Energy Conservation of the Ministry of Industry and Information Technology, revealed the development ideas of green manufacturing industry at the forum: in the next five years, we will vigorously promote the development of green manufacturing industries such as energy-saving and environmental protection, new energy equipment, new energy vehicles, and so on, actively promote new energy-saving and environmental protection products, new technologies and new technologies, and develop and strengthen energy-saving and environmental protection service industries. Support the construction and development of a number of demonstration bases for energy conservation and environmental protection industries. Strive to make the green manufacturing industry reach 10 trillion yuan by 2020, and become a new pillar industry of the national economy.

At the end of May this year, the State Council promulgated the "ten territories". Gu Qingbao, director of the Soil Pollution and Control Research Unit of the Chinese Academy of Environmental Sciences, said that the Ministry of Environmental Protection is currently working out an environmental inspection plan to investigate soil pollution, and will formulate a specific implementation plan to promote it.

It is noteworthy that, in addition to industrial policy, several major legislative work in the field of environmental protection is also the focus of attention in the second half of the year.

Wang Yi, a member of the Standing Committee of the National People's Congress and vice president of the Strategic Consulting Institute of the Chinese Academy of Sciences, said at the forum that the NPC will discuss the amendment of the water pollution prevention law this year and discuss the environmental protection tax law in August and October. Gu Qingbao also mentioned that legislation on soil pollution control has entered the legislative stage of the NPC.

With the promotion of various policies, industry insiders predict that during the 13th Five-Year Plan period, the environmental protection market has great potential and the total social investment is expected to reach 17 trillion yuan.

In addition, the demand for the construction of sponge cities can reach 3 trillion yuan, the construction of underground pipelines and corridors is 0.9 trillion yuan, the treatment of black and odorous water is 0.7 trillion yuan, and the treatment of township sewage is 0.2 trillion yuan.　

Wen Yibo said that despite the current rapid growth in environmental investment, there are still nearly 70% of the environmental protection sector governance needs have not been met, the future investment space is great.
